The Idaho Nonprofit Center held a Nonprofit Public Policy Forum,
8:30 – 11:30 am on February 2, 2012 at The Riverside Hotel in Boise.

 Outcomes Minimize


Legislative Outreach:  Prior to the day of the Forum, Executive Director Lynn Hoffmann, accompanied by Steve Peterson and Board Secretary Mark Falconer, met with key members of legislative and made presentations to two germane committees:

House Leadership meetings:  Speaker Denney and Minority Leader Rusche.  Representatives Moyle, Bedke, Roberts.

Senate Leadership meetings:
  President Pro Tem Hill and Senators Malepeai, Bock, Stennett and Corder.

House Business Committee presentation:  Chair Black, Vice Chair Henderson, Representatives  Collins, Bilbao, Chadderdon, Crane, Patrick, Bayer, Palmer, Thompson, Barbieri, DeMordaunt, Guthrie, Batt, Smith, Rusche, and Cronin.
Senate Commerce & Human Resource Committee presentation:  Chair Andreason,  Vice Chair McKague, Senators Cameron, Goedde, Smyser, Tippets, Johnson, Stennett, and Schmidt.

Three requests were made of legislators on behalf of Nonprofit Center members:


1. Recognize the economic role nonprofits play and the value we bring to Idaho communities

    • Community-based/on-the-ground perspective
    • Subject matter expertise
    • Manpower
    • Ability to positively contribute to state advisory committees and commissions

2. Support the information and data collection on the nonprofit sector

    • Dept of Labor statistics on employment
    • Dept of Commerce statistics on GSP
    • Government contracting

3. Continue to support a tax policy that rewards charitable giving

    • Individual contributions on state tax return

New Nonprofit Center Speakers Bureau:
  To build public awareness about the economic impact of the nonprofit sector, participants, by general consensus, called for the creation of a Nonprofit Center Speakers Bureau which would be available to make presentations in local communities.

Report on the Economic Impact of the Nonprofit Sector:  

About 50 members of the Idaho Nonprofit Center gathered to hear the results of nonprofit economic impact analysis commissioned by the Idaho Nonprofit Centers.  University of Idaho faculty member and economist Steve Peterson conducted the study and made the presentation. 

Highlights of the economic impact of Idaho nonprofits include:

• Total spending by the nonprofit sector:
$3.3 billion
• Percentage of the Gross State Product:  
2.4%
• Number of people employed: 44,491
or 8.9% of private sector jobs
• Payroll expenditures: $1.8 billion
• Out-of-state revenue sources: $1.5 billion
• Number of charitable nonprofits: 4,800
• % of nonprofits with <$250,000 budgets:
• 90%
• % of nonprofits outside of Ada County: 70%

Health Insurance Exchange Discussion: 

The second part of the Public Policy Forum began with an overview by Corey Surber of St. Alphonsus Regional Medical Center on Idaho’s options regarding the health insurance exchange.

The discussion included:

• Federal vs State health insurance
exchange
• The impact of the exchange on Idaho 
insurance brokers
• Who will be represented on the
exchange board
• The role and qualifications of an 
exchange navigator
• The cost of the exchange and the impact 
on Idaho’s economy
• Creating a state exchange that complies  
vs. doesn’t comply with federal
requirement
