Nonprofit Property Tax Exemption is Targeted

Why this matters: This bill weakens nonprofit healthcare’s ability to support community partners via grants and programs.

HB130 would give county commissioners the ability to revoke property tax exemptions for nonprofit hospitals—many of who give out substantial grants to other nonprofits and help sustain collaborative programs.

​If any exemption is taken away, healthcare facilities may need to take steps to stay within their already “razor-thin margins.” 

This could look like:

• consolidating into centralized facilities—further impacting the lack of access to care experienced in rural areas of Idaho
• cost increases to consumers—disproportionately affecting low-middle income Idahoans
• decrease in available grants and program support for other nonprofits

Medicaid Repeal Moves Forward

Why this matters: Repealing Medicaid Expansion will affect healthcare accessibility to populations that nonprofits serve, nonprofit revenue streams, nonprofit employees, and their families.

​This morning, after the vast majority of people testifying against the proposed repeal, the House Health and Welfare Committee advanced HB138 to the House floor with a very close 8-7 vote. If passed, Idaho’s Medicaid Expansion eligibility would only continue if “certain federal waivers” are in place. It would also take away all or partial reimbursement sources for health care nonprofits that serve clients within the Medicaid gap.

Funding Freeze Impacts Idaho

​The federal funding freeze announcement and the conversations that followed caused panic. Below are the very real impacts the recent EOs have had in Idaho.

The Idaho Statesman: “Operators of Head Start programs for preschoolers wondered briefly if they would have to close their doors. Idaho’s largest school district said services for special education and low-income students might be affected. A state university placed a pause on spending for federally supported research.”

​The CDA Press: “The decision to lay off employees comes in the wake of a sudden and temporary freeze on federal grant funds that Baker said left Heritage Health unable to access money for several days. Federal grant funds make up about 10% of the nonprofit’s budget, Baker said, and the lack of them had an immediate effect.”
