Why this matters: This would prohibit state departments from sponsoring non-governmental organizations (i.e., nonprofits) without permission from the governor and would drastically affect our sectors ability to partner with state government. INC Position: Advocating against. Representative Monks has re-introduced a concept we saw last year that could drastically limit the ways nonprofits are able to partner with state departments. HB463 would prohibit Idaho’s twenty state departments from sponsoring any nonprofit without permission from the Governor. We encourage you to contact your state representatives to share your concerns regarding this bill. INC position: Advocating For The House (federal) took up and passed the Tax Relief for American Families and Workers Act of 2024 (H.R. 7024) this week. The legislation includes important relief for low-income families and for businesses but does not include the non-itemizer deduction that could help increase donations. The bill now moves to the Senate and could be amended by the Senate Finance Committee during a potential markup or on the Senate floor during debate. Idaho had a significant reduction in charitable giving between 2017-2019 after the enactment of the Tax Cuts and Jobs Act of 2017 which removed the incentive to itemize charitable contributions. In 2017 23.6% of returns reported a charitable contribution, and in 2019 only 7.5% of returns did. An amendment or markup could bring back some of those contributions, helping nonprofits throughout Idaho.
